    How do I change the frame rate from NTSC to PAL?

    In TMPGEnc there is an option for 3:2 pulldown or inverse telecine. I forget which one is which. But that should do it.

    Most likely you would need to do some post processing with a video editor, and then use the same settings. I recommend VirtualDub.
