  1. Hello.

I have been struggling to find the optimal h.264 profile/level that will play 95%+ of devices in use today such as tablets, phones, etc.
I am thinking of going with main @ l3.0 with frame size set to 640 x 360
I was thinking baseline @ l3.0 but that might not be optimal.
    What do you guys think.

I use MP4Tools for most of my transcoding. There's a PC version (MKVTools) that works in essentially the same manner. I tell the app to use the proper settings for an iPhone 4S and, indeed, it does seem to play on most of my newer (no more than 4 years old) devices like iPhone 4S, iPad 4, Nook Color (the larger model), and WDTV. Using the setting I mentioned, I can leave the frame size as original (1920x1080 or 1280x720 or smaller) and, if necessary, drop the bitrate down to 2000kbps and get fine results.

I attached a text file. It's an export from iMediaHUD showing the details of a transcode I just did for this purpose. Let me know if it helps you decide. Do some tests and see if you get decent results for your needs.
