Where is Constant Quality Rate in Handbrake?

Following Baldrick tutorial to convert DVD to MKV with Handbrake, one part of that guide I do not see in Handbrake. I do see High Profile to the right but nothing like Constant Quality Rate and Film and the other settings. May I please ask where is this located at?
