I'd like to know this as well, though my rates are given as 23966.00000 and 23960.00000.

If you are talking about appending AVI segments in Virtual Dub, it's mighty picky about the frame rates being identical (it seems to want them exactly identical). I have rarely had luck getting 2 AVIs to join that were not originally connected.
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war." -
You could try changing the frame rate on both clips to the same value in vdub, then try joining them again, but no guarantees.

Whoops... mine was audio. How would i convert one of the files to have an audio rate of the other one? Can I do that through VirtualDub?
And, if it helps, the audio is in MP3.
