    I use Boilsoft Video Joiner 7.02.2 only because it can join video losslessly without re-encoding as long as they have the same format and same properties.

    Mpg2Cut2 is free and can join MPG files losslessly, as long as the files contain video and audio with the same properties and have an extension that it recognizes. Mpg2Cut2 doesn't re-encode.

    If the video or audio in the mpg files have dissimilar properties, then only an editor that can re-encode the video and/or audio will work for joining, and there will be some loss of quality as a result. I'm not sure what to recommend in that case, without a budget.
