Converting - Using Your Own Background Image

Hello

I normally use VSO software and use there menus. I thought i'd try for the first time using a picture of choice for a background image for menu. What i thought would turn out looking like a normal menu, it was more a shadowy type of menu.

Can anyone recommend a converting software that will let me use a picture for a solid menu background?

In DVDStyler you can use a still or video as menu background.
