I am trying to capture a television show from a new video tape to VCD format. Here are my system specs if they are any help.
    PIII-866mhz
    512mb RAM
    ATA100 10Gb HD
    AIW Pro AGP
    133mhz FSB

I am capturing as directed http://www.vcdhelp.com/ATI_AIW_Guide.htm

ONLY when using ATIs latest MMC, I get a strip about 1/2" wide at the top of my screen that seems to "lag" the rest of the screen. It shows up only at scene changes and when there is motion at that part of the screen.

Using other software(PowerVCR, VirtualDub) the lag is not there. I want to keep using ATIs MMC because I get the best quality from it otherwise. Is there a fix for this, or has anyone else encountered it?

    ALSO:

This 10gb HD is my second hard disk, on the same chain as the system drive.

The "lag strip" is not seen when just watching through the TV app.

You won't see a lag strip when watching TV - it uses what's called a video overlay to allow a signal to come straight through the card to an area on screen. If you did a print screen capture while watching tv in the window, chances are you'll just see a black background.

Someone correct me if I'm mistaken... but I think that's howcome TV looks so good thru these cards.
