Maybe you don't understand the purpose of AE. It does NOT create menus. One has to do that in an interactive format's authoring program (whether for DVD-Video, BDMV, Flash, etc).

You can use AE to make a motion background (or multiple variations of the same), as well as still or motion "button overlay" graphics. Depending on the menu authoring app, you may have to do more or less final compositing & pre-rendering of the combined elements.

Sounds like you need to walk before you can run...

(Maybe you are losing something in the translation)
    Your point being...?
Yes, we all know Ps can do layered button graphics, and Encore can do (primitive) menu & button graphics as well as button links. That's part of the main point of an interactive authoring app (which Encore is).

You weren't asking about Encore, you were asking about AE.

In a general sense, what you are looking to do would best be done with a suite of apps. AE for creating the motion background, Ps for creating multi-layered button graphics (for use with multi-state buttons), AE for adding those buttons and rendering multiple state-wise versions, and Encore for combining them and linking the button "objects" with their destinations. The hardest part about the job is in the creative idea/spark behind the subject, the artistic & thematic design, and the pre-plotting of all the necessary assets that will need to be generated.
