setting for burning mpeg in nero

i hav mpg file to burn as VCD
the file is in NTSC format
in one of the setting option in Nero, it asked me to choose
either PAL or NTSC
but i later found out that i need the PAL version not the NTSC version. so can i choose PAL option in Nero or do i need to reencode the whole mpeg again using tmpg into PAL format?

Re-encode your MPEG file as a PAL file instead of NTSC, then burn it in NERO as PAL.
