Yes there would be quality loss, unless you use a lossless codec - then there would be no additional compression losses (huge file sizes)
"Hardcoding" means permanently degrading the video , and the subtitles are always "on" because they are burned into the video
You probably have no other option if you want to preserve the fonts/colors/effects because most devices don't support SSA soft subs anyway , nor do they support lossless codecs -

And so does XviD4PSP. But all this begs the question - why reencode and convert to MP4 when MKV is much the more convenient container?
You're suggesting reencoding once to get it to MP4 and then again to hardcode the subs? If it has to be done, do the whole thing at once. -
Yes you can
First Install mp4box from
https://www.videohelp.com/software/MP4Box
Then Put the file and the subs in the same folder open cmd using Right click open cmd here or by typing cmd in the address bar and pressing enter
Then
mp4box -add nameofsubtitle.srt moviename.mp4
Thats all
Mp4box will create a new mp4file with subs
