    What is tbc?
    What better capture device would you recommend?
    Will better capture device improve quality of my digitalized capture files?

    tbc = Time Base Corrector
    Take a look at the forum and you will see various recs. Problem is that most require legacy PC slots (ie no longer in current mainboards)
    Depends. A good quality VCR and/or a tbc (some high-end vcrs have a built-in tbc) is the first step. Problem is that you have PAL tapes so that discounts most USA VCRs
