Out of these options what should I choose (best ratio for file size to quality)?

Higher bitrate is more compared to SVCD. 95 mins to 3 hours on one cd.
Don't use a lower resolution that looks very bad.
I use the third option with 700 kbps very much you get good results.
Look with a bitrate calc for the best bitrate to set.
