Tried the mpeg2 plugin ?
http://gral.y0.pl/~fcchandler/Plugins/MPEG2/
If it fails try then remux the avi to a mpg file with for example ffmpeg,
Code:ffmpeg -i video.avi -acodec copy -vcodec copy newvideo.mpg

thanks, now I have continued here https://forum.videohelp.com/threads/359578-Virtualdub-as-frameserver?p=2274637#post2274637
hoewver using ffdshow in virtualdub it open my mpeg2 video file wrong: because it use mpeg1 decoder in place of mpeg2. It's strange because the vtag into the .avi files is correctly mpeg2 and original files are mpeg2 hd file
I have transcode with: ffmpeg -i c0020.mxf -vcodec copy -an output.avi
so output.avi have to be a mpeg2... mediainfo says:

Using -vcodec copy it have certainly a mpeg2... how is possible it have to be a mpeg1 file?
Maybe is ffdshow load the wrong decoder
Using mpeg1 image are pixelated, jerky video, 1° first frame blak, bad result
