I have noticed that the two tools (VisualSubSync and SubTitleWorkshop) that I have tried so far only handle an option to sync subs linearly, do you know some tool in which I can enter a number and this increment/decrement in the delay can be handle exponentially?

SubtitleCreator has a feature allowing you to convert subs by the framerate of the video (as in 25fps to 23.976fps). It's under Synchronize->Convert Framerate. Most likely that's the kind of subs you have - needing conversion from PAL to NTSC or vice-versa.
Other programs (I'm thinking of SubStation Alpha) allows you to enter a percentage (under Timer->Timer Speed), as you asked, and all the subs are adjusted by that percentage amount. Or you can synch the first and last subs and all the others in between will be be adjusted by that same ratio difference (under Timing->Autoramp And Shift). SubStation Alpha only accepts SSA subs as input, but it's easy enough to convert subs from one format to another. -

SubtitleCreator did the trick, it handles some preset values but none of them worked so I had to play hard with custom values.
