    Is there software that can identify a DVD or file as NTSC or PAL? I have packages giving me all sorts of information but this useful information is not provided by any of them. Thanks!

    MediaInfo or others. Check one of the VOBs. PAL frame rate is 25fps.

    Just open it with DVDDecrypter and click the Stream Processing tab.
