Is it a retail VCD or a burned VCD?
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war." -
If it has multiple DAT files, it is a multitrack VCD, not chapters.
Try extracting a CUE/BIN disc image with CDRDAO or CDRWin and then use VCDXRIP to extract everything.
You can use VCD Easy as a GUI to VCDXRIP if you don't like using command console tools.

thanks for your reply
actually I've burned a copy of retail CD, and do you know how I can play this CD on my PC ? and by the way the first track in MPEGAV (AVSEQ01.DAT) is just playing in XING MPEG Player but not other DAT File
With best Regards.
