Manono already hit it. You import the IFO file and let it index the input. You probably already have the standard set to NTSC if you are in the US.
You can certainly try a PAL-->NTSC conversion in this program, but it won't necessarily work well. Its quite a lot to ask of an all-in-one conversion program. Since it can use DGPulldown, you'll have a shot.
If you run into problems, you should start another thread on this particular conversion.

The PAL to NTSC conversion went OK except the aspect ratio is messed up. It should be 2.37 but the result is somewhere around 3.0. I've asked about it over in the AVStoDVD support thread at:
