  2. With XviD4PSP, open the mkv, copy the audio and video streams to .mp4 or .ts or other container supported by VideoReDo TVSuite, cut with VideoReDo TVSuite, and export to mkv.

  4. VideoReDo includes a "joiner" with which you can concatenate multiple video files into a single file, but it works only if all the video files have formats/codecs/containers supported by VideoReDo, and if the files that you want to join have the same format/codec, the same frame size, same fps, and same audio sample rates.

Try using TMPGEnc MPEG Smart Renderer 4. This program can edit a MKV file directly without re-encoding the whole video. It just re-encodes a small area around the cut and is frame accurate. This program is probably the best program that I have come across to edit video files in the MKV or MP4 format without re-encoding the whole video. This program however is not free and costs $69.95 US retail, but if you have purchased other TMPGEnc software you can get a user discount and purchase a license for $58.95 US. You can download a free 14 day trial before you purchase. I believe that the trial version adds a watermark, but I don't remember if there are other limitations.

  6. if the video is not vfr you could use Mkv Cutter (it does however only cut based on frame not time position).
