I need help asap! I have some .ts files of TV footage which are interlaced and I need to convert it to a format that will allow me to edit it in premiere pro cs4 (I use win 7).

I've tried WinFF but it has a ton of combing which looks bad. What's a really good program to deinterlace it (not too expensive), preferably one that relies on a smart algorithm that uses different processes depending on motion detection, etc.?

(BTW, the project is for commentary purposes and short clips and is thus well within the fair use rights. I did plenty of research to make sure I wasn't breaking the law or infringing on copyrights.)

Is it more a case that you can not import the clips into Premiere Pro ?

If the footasge is interlaced then I would keep it as interlaced.

Have you tried demuxing the .ts file into raw streams ? - and import those into Premiere.

Our experienced members would use AviSynth and write custom scripts to do their deinterlacing. It's free. But it seems that you are looking for a simple "I don't have to learn anything" one size fits all method and as you found out, that's not so easy. By saying "custom scripts" I may be making that sound more complicated than it really is. I've got a canned script that I just use all the time when I need to deinterlace and I don't remember which AviSynth option I use for it, but if nobody else ever responds I suppose I could look it up later for you.
