Is there a big difference between choosing NORMAL and HIGH QUALITY(SLOW) when you convert to SVCD?
Besides that high quality takes a few hours more than normal

Generally speaking, yes.
Even if there isn't a lot of motion during the clip, it affects the pixelation of certain areas.
The best thing is to try it out for yourself, using different video clips. If you're satisfied with normal quality, then go for it. It might not be a big difference to you, while it might be to others.
