You could try windows movie maker or live movie maker, http://windows.microsoft.com/en-us/windows-vista/adjusting-audio-in-windows-movie-make...sked-questions . It will reconvert the video though but it's probably the easiest method.

Or use an audio editor like goldwave, audacity, dbpoweramp. If they fail to open the wmv directly then demux the audio from the wmv with for example Pazera Free Audio Extractor. Edit the audio and adjust the volume, convert it to wma. Multiplex it back to the wmv with Media Stream Editor (include in WME) ....yep tons of work...

  3. There's probably quite a few conversion programs which will copy the video while re-encoding only the audio. Off the top of my head Avidemux is one. It won't output WMV but if you use something like MKV it should work. Select "Copy" for the video and the desired audio type. Under audio filters select automatic as the gain mode.

Video To Video Converter should do a similar thing and let you keep the output as WMV. If memory serves me correctly it doesn't have an automatic gain setting so you'd need to specify the volume yourself by adjusting the slider in the audio section. I'd guess you might want to be careful not to turn it up too much. Open the file with Video To Video Converter and select WMV in the window which opens. On the right side select Copy for the video codec and adjust the volume in the audio section.
