Perhaps try enabling the directshow import filter within Tmpgenc.
You may have to also install Haali media splitter.

  3. There are several Tmpgenc products version 4 and above, they are generally quite good at opening files without external codecs. Please be more specific about Which one you are using, and what you are trying to accomplish.

Your video has an extremely low bitrate (which shouldn't be causing this problem.) Looks like it's VBR which can be troublesome. Is there really no audio?

  5. Try downloading again. Looks like they replaced the file with a CBR one.

    BTW,

The latest version of your product is 4.7.9.311, released more than two years ago, yours is more than three years old. It was superceded by Video Mastering Works 5. Updating might help.

The reason I asked for specifics:

From Wikipedia: "TMPGEnc" is now used as a general brand name for products such as...TMPGEnc Video Mastering Works, TMPGEnc Authoring Works, TMPGEnc MovieStyle, TMPGEnc MPEG Editor, TMPGEnc Instant Show Presenter, and TMPGEnc KARMA."
