I thought this was motion blur, but I doubt it since it's animated. The picture is below. Some frames have lines from the frame before that I want to remove. Is this possible for free?

I don't think it can be fixed. It's garbage made by someone that didn't know what he was doing. I take it you didn't capture it and encode it yourself?
I'd delete them from the hard drive as fast as I could and go look for DVDs. -
No, I didn't encode or capture it. I know how to do that with a VCR and my local VHS to DVD store/area in a store. I fixed the color up, so I guess it's good enough. But I'd love to find a way to fix it, if there's anyway possible. If not, I'll have to split some video from other sources in. And there's no DVD other than 1 of this show, I've already looked.
