On the project settings/video/target bitrate, it should normally be "auto fit"

Of course, your project may still not fill the DVD if the running time is below 65 - 70 minutes.
The bitrate can only be raised so much and still be within the DVD spec.

  4. I had 3h video but DVD Flick made it only 3G.B
tried the "auto" option didn't help and tried 8 MBit/s didn't help too.

is it ok to use a big custom number as bitrate?

Doesn't DVD Flick use CBR encoding via FFmpeg?
Perhaps you should check the project log and also the generated VOB bitrate with mediainfo to find out
    where the discrepancy is.

If this doesn't work, give AVStopDVD a try and choose HCenc 1 or 2 pass encoding.

    Yes, AVStoDVD.

I very much prefer it to DVDFlick. Use a two pass encode with HC for best accuracy in fitting your video into a 4.3gb DVD-5 target.

If you need a guide to get started with AVStoDVD, here are a couple: https://forum.videohelp.com/threads/353284-AVStoDVD-beginners-guide-Any-video-to-DVD-Video
