    I have a mkv video that is 1280x720p and I want to resize it so is smaller, is there a way to resize WITHOUT ENCODING?? if so please help me.

    I'll second that.

    You can minimize quality loss if you know what you're doing but there will always technically be some quality loss on a reencode. How much depends on what you are doing to it and how sensitive you are to video artifacts. Everyones tolerances are different of course.

    But the real answer to your question is two fold -

    one - no.

    two - why not do testing on your own sources?

    Only you can judge what is tolerable for your needs.
