I'm currently using DGMPGDec, but is there a better program for the job? The file contains closed captions. After encoding the Audio (I plan on using ffmeg to encode the audio to aac, unless someone suggests something better) and Video I'm planning to mux them into a mkv. Will the closed captions still be attached or do I need to extract them and remux them?

Main problem is that EIA-608 subtitles are part of the MPEG-2 user data and not a normal separate stream.

-> you have to extract and convert these EIA-608 subtitles to srt if you want to add them to an mkv file
