I have a .mkv video file with an audio track that is out of sync with the video by 1 second. When I play it in VLC, all I have to do is hasten the audio by - 1 second.
How can I fix this permanently? All I would like is to properly sync the video and audio.
If anyone can help, I'd really appreciate it. Thanks.

 add file, highlight audio track, format specific options tab, enter the delay in (ms), push start muxing
