How can i fix "no usable fontconfig configuration file found,using fallback." issue?

This normally happens if either no fontconfig configuration file exists or the file that exists is too old.
ffmpeg/libass will then revert to some internal fallback values.
Where ffmpeg will look for the fontconfig configuration file depends on the build configuration.
