I can not seem to set any higher compression ratio than 4854 kbps?

You're probably using "xvid home profile" . This places limitations on bitrate for compatibility with devices like Divx DVD players
Change it to "unrestricted" or another profile -
or is this related to something else since 4854 kbps looks more like a bit rate and not a compression ratio between a compressed and an uncompressed source,...

Yes, 4854 is the max bitrate for the "Xvid Home" (home theater) profile. Change to a higher profile (unlimited?) if you need a higher bitrate.
