How to remove video from vhs source with static noise

I downloaded this video but there is a really annoying static noise, any filters or programs I can run it through to make it better?

Since that youtube video was uploaded in 2008 I suspect that is his starting point.

You could do some deblocking, deringing, edge antialiasing, and heavy temporal noise filtering. It still won't look great, and the heavy filtering will cause some problems of it's own, but it might look a little better.

I guess I should have been more specific but I was referring to the audio when I meant noise. It would be great to have the video look better as well. Also it is not my video, I'm simply trying to download a copy that sounds better.

@Jagabo those filters look pretty good but I didn't hear any audio in the clip, were you able to make that sound better as well?

It would be nice to improve the video but my main concern is the audio.

I think if you restore the audio's dynamic range the buzzing will drop to an acceptable level. If it still bothers you, find an otherwise quiet section and use it as a sample for a noise reducer.
