In your previous thread, I think Aedipuss was on to something in Post #6.

You have a crappy source file. First, export to an intermediate using a lossless codec, like Lagarith .avi. (Yes, it will create a HUGE file, but you can delete it after the second stage.) Then, encode the lossless .avi to whatever final format you want.

Thanks for the reply but I just found a solution to the problem so Adobe has a solution to the problem where the dynamiclink folder was missing the Premiere shortcut which supposed to be present in that folder, and now everything is working great!!! if to make it any easier that someone requires the solution I'll be happy to quote on here for convenience

and also it seems Boris Continuum Complete doesn't get along with Sony Vegas, because Vegas responds well without it, to my really crazy understanding:

1. BCC rapes Vegas
2. Vegas gets Aids
3. Vegas dies an early death

What version of each software are you using? You may have 32-bit 64-bit incompatabilities.

Boris for Vegas is both 32-bit and 64-bit.. I have both installed and I am using Vegas 12 Pro 64-bit.. but it seems as I said they do not get along, so right now Adobe premiere is doing the job for me.
