Search in the TOOLS section of this site and look for a bitrate calculator, the bitrate will also depend on how long your clips are (running time)
Given the framerates from your cameras, you should keep in NTSC, the result will play on any computer and many PAL DVD players, make a small test to see if it plays in one or two different ones.
If you still feel the need to convert from 30/29.97 to 25 fps, there are also guides around here, but I donīt know if itīd be worth it. You can also use AVStoDVD, a very good free software that will convert your movie clips (it can also convert the framerate) to DVD compliant files or even make the whole DVD with menus and all. -
You have to make it dvd compatible if you are making it a true dvd.
The audio for the first camera is not dvd compliant. It will have to be reencoded to 48khz. And the video is way too high for dvd.

That link contains what I just posted and includes the data for pal dvd.
You have to tell tmpgenc to use the ntsc or pal dvd preset. There are different bitrate levels of course. But you have to get it to dvd specs first regardless of anything else.
It might be better to use avstodvd as julitomg suggested. It will do the conversion and authoring for you. Tell it if you want a single layer or dual layer dvd and it will make it fit the disc. And you can do it with a menu too.
Edit - sorry for posting ntsc data - didnt' read you are in pal. But regardless dvd audio spec is 48khz for either format fyi.Donatello - The Shredder? Michelangelo - Maybe all that hardware is for making coleslaw?
