I have Process Explorer ( see screenshot) that says my download speed is 21.6 KB. According to the unit converter at :
http://www.numion.com/calculators/units.html
21.6 KB = 172.8kbps
I have nothing else running and am ripping (with Streamripper 32) a 128kbps stream (http://vprclassical.streamguys.net/vprclassical128.mp3) that indeed downloads as 128kbps ( see screenshot)
So my question is, why does Process Explorer show the download speed as 172.8 kbps when I'm ripping at 128kbps?

The bit rate of the mp3 has zilch to do with the bitrate of the internet transmission.
if the mp3 had a bitrate of 448kbps you would still download that at your max of 172kbps. -
Assuming you are downloading at 128kB/s, that possibly doesn't include any network overhead, whereas Process Explorer may display data plus overhead as the download speed.
As an example, I'm currently downloading a torrent at 175kB/s. According to uTorrent, only around 162kB/s of that is actual data. The rest is "overhead".
