  2. So you're converting a DVD to AVI or MP4 with Handbrake, what's in the VIDEO_TS folder is the DVD movie you converted to AVI. Why would you want to burn the content of VIDEO_TS to DVD?

FYI, blank single layer DVD's can contain up to 4.7Gb of data. To fit +5.6Gb you need to shrink the size of that movie, DVDshrink can do that.

  3. what data is there in video_ts?
Most video DVDs have two folders VIDEO_TS and an empty AUDIO_TS folder. The VIDEO_TS folder contains all the DVD's video data and playback information. In a VIDEO_TS folder, the data for a DVD is organized into three different file types - information (.IFO), backup (.BUP), and video object (.VOB) files.

After DVD fab process, VIDEO_TS folder 5.63gb generated on harddrive.
-it is back-up of your original dvd on your HDD.

is it safe to delete all data in video _ts folder?
-yes, if you really don't need back-up of your original dvd. I would rather keep at-least one copy of back-up, just in case original DVD gets damaged/lost/scratched.

when me try to put video_ts folder into dvd nero give me error : There is not enough space to burn.
Single layer DVD can contain 4.7GB of data, in your case it is 5.63GB. You can shrink 5.63GB to 4.7GB using DVDshrink as suggested already.

Alternatively you can buy a small pack of Dual Layer DVD, capable of burning 8.5GB data and burn VIDEO_TS folder using nero without any error. If your HDD capacity is high, you can leave it on your HDD.

What did you use, DVDFab or DVDFab HD Decrypter?
    Information from Developer's website

DVDFab HD Decrypter (Free for ever) is the best free DVD Decrypter which can remove all the known DVD copy protections and part of Blu-ray protections, and then quickly rip them to computer local hard disk drive as movie folders, with identical DVD or Blu-ray file structures as the original discs have.

    DVDFab All-In-One ($ 438 discounted to $ 199)

DVDFab All-In-One includes almost all DVDFab products -- 2D to 3D Converter, DVD Copy, DVD Ripper, Blu-ray Copy, Blu-ray Ripper (3D Plus), Blu-ray to DVD Converter, DVD Creator, Blu-ray Creator, Video Converter, and File Transfer -- so as to provide the universal solution to all DVD/Blu-ray/video issues.
DVDFab All-In-One is capable of shrinking it to 4.7GB or converting into AVI. I would rather prefer avoid long chain of video conversion DVD to MP4, and MP4 to AVI and just go for 4.7GB.
