    someone's made a big mess out of it. looks to me it was originally ntsc and interlaced. what you posted is pal size progressive 30fps. not much can be done without the original video.

    i don't see anything helping - the digits on the plate are just about 1 pixel wide. there is not enough data to do anything with. i ran it through genuine fractals but all you get are light and dark smudges.
