How to create slow motion?

Does anyone know what software creates slow motion? How do you create slow motion? I know camcorder can create slow motion very smooth, but I don't have it, I just have a regular video camera. Please help me! Thanks. :-?

do you have adobe premiere? if you do, it's not that hard at all. simply right-click the video file you want to slow-down. choose speed, select either a percentage, or a new length. that simple. of course i'm assuming you already know how to use premiere. if you don't, i have a great tutorial for premiere, send me an e-mail if you want it.
