You can use tsMuxeR software; use the option "Demux" in "Output". Start demuxing. Then convert the demuxed audio in aac format and finally use the "Mux" function in My MP4Box GUI software.

Use the "convert/save" function in VLC. TS and MP4 are containers for certain audio and video streams that are valid to be in them. No re-encoding is only possible if the audio and video type in the original file is also valid for the final file container type. For example, keeping the original audio and video tracks, 'no re-encoding' happens if a *.flv file that contains an AVC video stream and AAC audio stream is converted to *.mp4. On the other hand, if the *.flv file has VP6 video, then it has to be re-encoded to, say, AVC before getting muxed to a *.mp4 final file. For the nth time, with the possible exception of certain Intel processors, I don't have/ever owned anything whose name starts with "i".
