Haswell's CPU performance isn't expected to be significantly better than Ivy Bridge. Focus is on lower power draw (Intel is claiming as little as half as much) and better graphics performance (2x to 3x). We'll find out for sure this weekend.
That’s pretty much what I’ve read, so there is no way I’d wait for Haswell. The rest of my components arrive tomorrow, so I hope to get the build under way this week.

I don’t use tablets, iphones, or even a laptop.

I’ve seen Win 7 a couple of times, and couldn’t find anything, and that sealed me ever getting a Win 7 system, but things change, and I’m finding myself forced to go with Win 7. Been watching some videos on YouTube, and I’m not really looking forward to dealing with Win 7. I do wonder if there is a trick to get Windows Explorer in Win 7 to look like Win XP? Those library things confuse me.

Yes but the improved OGL and OCL performance might help Vegas. And if Vegas ever adds Quick Sync (and you can live with the lower quality) you won't get the extra 20 percent performance over Ivy Bridge. But you can't wait, you can't wait.

With the performance I’m going to get over my 7 year old XP machine, it is probably going to make me smile from ear to ear. Another 20% over that would never be noticed by me. Video editing is a small part of my usage, but maybe with the new machine and so much more power, it might make video editing more fun. Actually, my XP machine handles video editing just fine. It’s the rendering it has a problem with. My computer is useless while rendering. I’ve never been one that needs to have the latest and greatest. I tend to wait till things have been around for a while, and all the problems worked out.

The videos I’ve watched on Quick Sync never mention anything about low quality. Speed yes. Low quality, no. I will find out for myself.

That's easy to fix. Run the program at low or idle priority. You'll hardly know it's running in the background while you do other stuff in the foreground. Of course, the rendering will take longer, depending on how much CPU the foreground task(s) take.

Most program cannot support Intel's GPU acceleration capabilities. Quicksync only good when want quickly encode, but then, you can't detailed configure your encoder.

If you want use GPU power for 2D (like video or image editing, post processing) or 3D (3dsmax, Maya, Blender etc.), then use external video card: NVidia or AMD. Most program supports Nvidia's CUDA. And most new program supports OpenCL (Nvidia and AMD).

My plan is to use the on board graphics, and if I see a need for a graphics card, I can use the on board graphics while I take my time to research a video card. We’ll see how it goes. Rest of the computer components arrive today, so should get the rebuild done sometime this week. Putting the computer together will be the easy part. Installing the OS, anti virus and other necessary stuff and get it up and running to where I can use it is where the time and work will be.

Once I have the computer running, then it’s time to upgrade my video editing software. Veges’s latest version does not run on XP, so I haven’t been able to upgrade. Still running 9.0.

Newegg had Haswell CPUs and motherboards listed on their website as of yesterday. Prices don't seem much different than for Ivy Bridge but I'm not sure I'd go that way either. The older CPUs and motherboards have an established track record and lots of reviews to draw on.
