Does anybody know a codec that has no quality loss at all. I just need it to use as a temporary codec to convert my movie to so I can resize it and then convert to SVCD.

Try a web search for "lossless codec".

However, for what you want to do, you may be able to do it with an AVISynth script and thus avoid an intermediate AVI file completely.
I suggest that you go read the guides at http://www.doom9.net for some tips and ideas.
