  1. Hello was wondering how can I add filters on specific elements like people only instead of the whole video similar to this?

Also I was planning on adding it to moving elements. I'm not sure if what I'm planning would work on chroma keyed video though, since masking sounds like would be really difficult

(God I can't believe I looked at that!)

The only thing overlaying on that video was text and text comes, in a sense, already pre-configured with transparency. Just about ANY decent video editor can overlay text onto video.

What you say you want to do is infinitely more involved. Preparation is the key. And that's only talking about the video. Separating the audio has its own set of complications.
Think of the analogy of "trying to un-mix cake batter". Maybe you could do it reasonably well with a centrifuge and ion-attracting chemicals, but even then it isn't perfect. So too, here, you would need much knowledge, time, effort, planning, patience, and (fairly) expensive specialty tools.

Pros avoid this difficulty by pre-planning their shots prior to even shooting them, much less editing/compositing them. That's why "green screen" effects are so popular. Same with mocap and depth-sensor cameras.

  3. Hello thanks for the reply but it doesn't seem you understand what I meant

What I wanted to do was make something like the background colorless while the people themselves have different color and make them stand out but instead of one single color, it would be something like some random moving colors

That video has all kinds of compositing errors, but the basic idea is it's made up of "elements" on different channels(layers).

If that's what you want then:
    1. Dupe your layers
    2. Roto your desired target objects
    3. Create alpha masks from the roto selections
    4. Reduce saturation on the certain color layers and/or tint the certain grayscale layers
    5. Adjust your blend modes on your various layers

    Done! (render your movie)
