    True, that "other" video is different and doesn't have this problem. You might notice that the black stain is always on darker colors, doesn't seem to affect brighter ones. Part of that could be crushed colors (which are also in other areas of your sample), but either the tape or the player seems to have that problem -- I say that because the other borders have crushed darks, but no discoloring. Even if you could "remove" it (which you can't), there's no video data to fill in for it. All you'd have is blank video there.
