Someone recorded a video on a DVD disk and it plays in VLC, when I open the dvd in Windows explorer I am 2 folders Audio_TS and Video_TS and a .vob file with the VLC icon. Those 2 folders are empty. This DVD is not playing on our TV which has a built in DVD player, how can i get this DVD to play on my TV please?

If there is only one VOB file, and no other files whatsoever, you will need to re-author the VOB file and burn a new DVD. I would choose AVS2DVD for re-authoring, using the no DVD menu option, and use ImgBurn for burning.

Can you post a screen shot of the exact contents of the disc so we can verify that your report is correct? If the VOB file is in the same directory/folder level as AUDIO_TS and VIDEO_TS rather than inside VIDEO_TS, then the DVD was botched and that's why it won't play. I am guessing that the person who made it knows nothing and just tried to drag the right files over to burn it and completely and utterly botched it.

It looks like a botched job, and if that VOB is only 129 MB, it either only contains a small clip, or low bitrate, low resolution video.

There is nothing that you can do that will allow the disc you have to play using your TV's DVD player. I already explained what you could do to make a new DVD, but you should first make sure that the VOB contains video that you want to take the time to save. If you have VLC it should be able to play the VOB file.
