Okay, you can find the files here (no more available!)

    PS.
let know what about your impression...the clip was made 20 yeras ago and as you can check is not very good.

  2. Thanks for the clips muscia. Your source is interlaced, 59.94 fields per second. It looks like Procoder is using a simple(ish) bob followed by frame rate reduction by blending fields. Both of those lead to fuzzy looking video and up/down bouncing and buzzing near-horizontal edges. Attached is a more state-of-the-art conversion using QTGMC and motion interpolation* via MvTools in AviSynth. I encoded with HC MPEG 2 encoder at about the same bitrate as your Procoder sample. I didn't attempt to fix any of the other problems with the source (though QTGMC reduces noise and sharpens a bit). Oh, I did use DgMpegDec to decompress the source MPG file -- with deblocking and deringing filters enabled.

    * Motion interpolation techniques sometimes generate odd artifacts. Especially when there are complex motions. It works pretty well with slow panning shots like in this source.

I can't give you any technical comment, I am not so smart as you, but have take a look to your sample and it seems to be much more clear then mine, but I have not trip around all many options Procoder has. Maybe I could, but for a clip made 20 years ago that I would take just for my memories I think is waste time. You are right, I could use some filter as noise reduction and many others...but I've made just the conversion directly.
