  2. Have you ever heard of the saying garbage in garbage out. Simply encoding an mpeg1(VCD) to mpeg2(SVCD) is not going to improve picture quality, in fact it may well make it worse, as each time you reencode the video you loose detail due to the compression technique. The only thing you might be able to try is to add filters such as noise reduction, smoothing etc. in software such as Vdub.

    mrg,

You can never take something and encode or convert it into a better quality. What you can do however; is convert your video there, to a VCD compliant standard and then be able to trow it on a CD.

    mrg,

in short, you don't make ANYTHING better quality once it's in
    it's final format.

ie, say you encode a clip... that clip gets compressed and
    looses some detail, etc.
    .
    .
NOW, you wanna RE-encode it to another format? or, just re
encode it to a better quality?? Naah. Not gonna happen.
Sure you could filterize the hell out of it and maybe clean
it up at best, only adding artifacts, etc to the re-encoded
clip. That's about it. really. So, you will re-compress
again on itself, again, loosing more detail, hence quality.
    .
    .
No, you can't "make better quality" from another encode.
But, sometimes, IF the source (ie, in your case, "klyie~1.mpg"
was of a DVD source, AND, done perfectly enough, no blocks,
etc. then maybe you would get "about" the same quality as
the orginal. I've done a few like this on some of my OWN
DVD encodes to SVCD, and then re-encoded those clips to say,
VCD. So, it really depends. But, mostly no, if it's from
the internet. You don't know what/how these clips were
perduced. And just because it looks great (ie, divX) on your
PC, doesn't mean it's gonna look even better if you re-encode
it to a VCD for instance. That's about it. Does that answer
    your question(s) ? I Hope.
