Short sample MPEG2 is here. It looks like the frame rate isn't smooth and it's blurred. This is a match from 1 episode of a show. The rest of the show is fine, it's just this match that's like this. I believe the match is like this on purpose but it looks annoying and I'd like to fix it.

The clip isn't "blurred". But it's definitely FUBAR. It appears to have been interlaced, telecined, field-blend deinterlaced (while screwing up field priority at the same time), looks like it might even have been through a bout of PAL -> NTSC (maybe? ? ?), and reinterlaced? Difficult to say: This is creative destruction raised beyond science, to art.

I think that match was supposed to be that way to create a trippy effect. Is there nothing I can do at all to fix it?

If it's supposed to be that way, then leave it as-is. If you want to see what's happening in your sample, open the m2v directly in VirtualDub and watch it one frame at a time using VirtualDub's ">" and "<" buttons.
You can work a quick deinterlace in VirtualDub in two ways:
Load the bob doubler filter, then enable "Top Field Fist" and "None - double up frames". You should see no frame blending, and no frames in which the movements are repeated. Movement should not change direction or jerk. If that doesn't look right, choose "Bottom field first".
The other method is to load the deinterlace filter and choose yadif, then "Double frame rate, top field first". If that doesn't look correct, use bottom field first. Use any method you wish. It's a mess.Last edited by sanlyn; 25th Mar 2014 at 11:25.

Here is a section of video from before and after the motion problem section. The video only aired in an NTSC region (America). I don't believe anyone converted the problem section I posted in my 1st post, I think it was supposed to be like that to create a trippy effect. I would still like to fix it if I can as it looks annoying.

I had the clip. But he had a progressive 25fps source in the other thread and telecined it, in the process blurring it with ConvertFPS. This clip (although it didn't look like it had been to PAL and back) was blend deinterlaced back to 23.976fps using something similar to (but even worse than) ConvertFPS and then telecined. Or something.
I still don't think the effect was intentional but the result of gross incompetence. And after playing with it for awhile I don't think much, if any, of the damage can be undone. Too many fields and/or frames were thrown out already, making it play very jerky.
