Burglar image enhancement, any ideas please?

The OP asked that we stay on topic, so I have a hunch. I like Columbo, so I wondered WWCD, (What Would Columbo Do?)

There's not a bit of trash anywhere, so that "jug" must belong to the perp, right? So why would a crook carry a jug along on a crime? If it's a piss jug, why bother? He's a crook.

And if I'm riding a bike, and take a fall, the last thing I want is a piss jug with me.

So maybe he has diabetes? And he's always thirsty. And he rides a bike to lower his blood sugar because he can't afford medication.

I'm not really experienced at this sort of thing, so don't give up hope.

I was in the same boat as you a couple years ago. A bike thief jumped my back wall, and I got the same fuzzy video as yours. But the perp had an odd "gait", or walk. Distinctive enough that I noticed him on the street the next day.

Called the cops, gave them the video, and they got the bike back for me. It was very lucky.

to me he looks like a white guy, looks like a beard, my guess is he's in his thirties, i do have to say based on how many videos i see on tv of crime scenes where the video looks like this one i wonder why people even bother installing security cameras, almost all the images are of such low quality that identifying the person becomes a long shot.

Yes, the quality stinks, but the upside is you can keep 2-3 weeks of 24 hr. recording. So your lawnmower might have been heisted on Sunday, while you were at the beach, and you don't notice it until next Saturday.

And you can stream live to your tablet or phone.

Another good use is to mount the monitor next to your TV, and you'll catch movements on screen. It could be a possum or a person, it's all good, hahaha.

Most people have more than one camera, I have nine, all recording simultaneously. That's a lot of data if it were HD.

I consider my system as a deterrent. All my cams are very visible. I prefer a crook to move on, not so much interested in recording the crime.
