Are you new to programming in general?
At a glance, it looks like a decent tool. You'll defenitely want a debugger, which it provides. Another IDE (or 'tool' as you refer to it) you might consider using is BlueJ, which is a common one Java beginners like as well. It does a good job at pushing the idea of objects and classes in a visual sense, which are hallmarks of object oriented programming languages like Java.
