What is a simple program that I can use to adjust the brightness of a DVD clip ( Extracted from a DVD using DVDShrink....) and then output it in the same format, so that I can then use my trusty VideoReDo to edit the clip to get the segments I want, and then convert it for my Ipad2 using good old Handbrake.... I have tried using Video Enhancer but however way i do it the video output stutters or freezes

great advice, I already had it on my pc but have never though to use it in that manner.........Thanks!! BTW the output file has a slight out of sync audio problem, is there a setting to sort that or is it a long process to sort it ?

DVD Shrink's ripper hasn't been updated in years. Neither has DVD Decrypter's, but you can use DVD Decrypter to rip in IFO mode (this is NOT the same thing as ISO mode - be careful) and create one giant VOB file that you can edit or process as you wish. It shouldn't end up out of synch that way.

Note that there is always some small chance that DVD Decrypter won't be able to rip a DVD you have, but this is very unlikely for DVDs made outside of region 1 and if DVD Decrypter can't handle it, DVD Shrink probably won't either. But you're unlikely to encounter this with region 2 DVDs.
