Is it possible using an editing/conversion program to slow the film down without any screen noise etc etc and re-record it at that speed. I have put lots of vehicle action clips onto my Ipad and want to slow down the action.....obviousley the easy option is to use a player that can do this, But i like to try and use a program to do this, so that the video file is already playing in a slower motion, so that I can just PLAY the file normally. I hope this makes "some" sense

Open Windows Movie Maker, import your file, drop it into the timeline, rightclick the clip, select video effects, add play half speed, save the file.

Unfortunately windows media programs stink when it comes to compatibility with other codecs. Jeez, you can't even play flac's in wmp without installing a 3rd party codec. Which neither I or microsoft recommend.

Also unfortunately, I don't have any other suggestions, but I'm sure someone else will.
