Good filter for Chroma bleed?

I have a chroma issue that at first I identified as chroma shift but maybe it's a bleed issue. What's a good filter to address this?

That works best with cartoons and anime though. With VHS the blurring is mostly across the horizontal axis because of the low chroma bandwidth of VHS. The low pass filter also usually causes the colors to shift to the right too.
